Uptown Traffic Management Plan (Last Update: November 2007)
A number of development and streetscape projects in the Uptown District of downtown Oakland are either underway or will begin soon. With the goal of minimizing impact on merchants and consumers, a Traffic Management Plan (TMP) has been developed by the City of Oakland.
This web page was created in order to inform merchants and consumers about individual project status, construction timelines and potential pedestrian, vehicular, transit and parking impacts.
Parking has been identified by local merchants as a major area of concern. Staff has created a map which identifies existing public parking garages and surface lots in the Uptown area. Click on the Parking Map listed below.

The Uptown TMP is jointly funded by the City of Oakland and AC Transit.

Uptown Development Project
This project includes the mixed-use development of 665 units of rental housing and 9,000 sq. ft. of retail in the first phase. In addition, an affordable housing component to be located behind the Fox Theater will include 80 units of rental housing, a childcare center and a children's art museum. The project extends from 18th Street to 20th Street between San Pablo and Telegraph.

Uptown Transit Center
The Uptown Transit Center project will redesign 20th Street, between Telegraph Avenue and Broadway, to be more pedestrian and transit oriented. The project will furnish new canopies and amenities, enhance curbsides and lay new pavement to serve transit riders. As a joint project between the City of Oakland, the Alameda County Congestion Management Agency and AC Transit, the Transit Center will serve as a major transfer facility for BART, Transbay bus services, local buses, the International/Telegraph Bus Rapid Transit project and the San Pablo Avenue Rapid Bus project.

Fox Theater Project
The Fox Theater Project is an effort to restore and rehabilitate the Fox Oakland Theater, a National Historic Landmark movie palace located on Telegraph Avenue between 18th and 19th Street. The project includes an interior rehabilitation and an exterior façade restoration. Existing terrazzo in front of the theater will remain. The Oakland School for the Arts (OSA), which is currently housed in temporary portables behind the theater, will eventually be housed in the wrap-around portion of the renovated theater.

Telegraph Avenue Streetscape
The Telegraph Avenue Streetscape project is a sidewalk widening project that will extend from 16th to 20th Street. The project will install new corner bulb-outs, trees, historic street lighting, benches, bollards, bike racks and trash receptacles. Telegraph Avenue will be reduced from four lanes to three with left turn lanes from 16th to 19th and six lanes to four from 19th to 20th Street.

Latham Square Streetscape Improvements
The Latham Square Streetscape Improvements project will extend from 15th to 17th Street on Broadway and Telegraph Avenue. The project will include the reconfiguration and enlargement of the historic Latham Square through the reconstruction and installation of curbs, gutters, streets and sidewalks. New streetscape furniture, including historic lighting, will also be installed. In addition to the Latham Square modifications, 15th Street from Broadway to Franklin Street will be converted to a one-way, eastbound segment.

Broadway Sidewalk Improvements
The Broadway Sidewalk Improvement project will extend from 12th to 20th Street on Broadway. This project will include the replacement of existing sidewalks with new paving and the addition of amenities including benches, bike racks, and additional trees.
