The West Oakland Redevelopment Project was adopted on November 18, 2003. This is the fourth and newest of the four redevelopment areas in West Oakland. The West Oakland Project Area covers approximately 1,565 acres and is approximately bounded on the north by the Oakland/Emeryville city limits and 40th Street, on the east by I-980 and Mandela and Union Streets, on the south by 18th Street and Middle Harbor Road, and on the west by Pine and Wood Streets. The Project Area is divided into three subareas: Prescott/South Prescott, Clawson, McClymonds/Bunche and West MacArthur/Hoover.
Before the adoption of the West Oakland Redevelopment Project, the City Council adopted Resolution No. 76841 C.M.S. in 2001, which called for the formation of the West Oakland Project Area Committee (WOPAC) which advises the City Council on redevelopment activities throughout the Project Area. The WOPAC has met monthly since its inception and has also met in subcommittees to address specific issues.
The WOPAC has recommended funding of façade and tenant improvement programs for the West Oakland Redevelopment Project Area, a special tenant improvement grant of $100,000 for the People’s Community Partnership Federal Credit Union, environmental clean-up activities at Willow Park and matching funds for a grant for construction of the Seventh Street Streetscape Project. Other activities have included annual outreach picnics and a newsletter.

Oakland Transit Oriented Development |

| West Oakland's location in the heart of the Bay Area
offers unique opportunities to attract new development, revitalize
neighborhoods and improve infrastructure. Recognizing these
development opportunities, the City of Oakland’s Community
and Economic Development Agency, the Oakland Housing Authority
(OHA) and the San Francisco Bay Area Rapid Transit District
(BART) formed a tri-agency collaboration that commissioned a report to guide both public and private transit-oriented
development at and around the West Oakland BART station.
The resulting document, entitled
the West Oakland Transit Village Action Report, discusses
the development of a number of opportunity and catalyst
sites in the project area bounded by Wood, Eighth, Union
and Third streets. The report also offers recommendations
for effectively utilizing those opportunities.
Several of the recommended actions outlined in the report have been enacted. The Mandela Gateway Housing Development, planned by the OHA, at Seventh Street and Mandela Parkway has been completed. The City of Oakland has completed a streetscape plan for the Seventh Street corridor and has recently obtained additional grant funding for construction. BART has released a Request for Proposal for the development of its property surrounding the BART station and is considering development proposals. A structured parking facility and mixed-use housing project is planned for a privately owned opportunity site at Fifth and Mandela Parkway along with several other proposed mixed use projects within the transit oriented project area.

| Tenant Improvement Program |

The West Oakland Tenant Improvement Program offers matching grants to property owners and new business owners for tenant improvements to the interiors of vacant commercial spaces. The program is only available for commercial spaces that have been vacant for six months or longer and have a prospective tenant. Free, but limited, design services are also available for projects.

| Neighborhood Projects Initiative Program |

The Neighborhood Project Initiative (NPI) program is a community grant program that funds one-time, small-scale, community-initiated physical improvement projects that benefit the community and currently have no other source of funding. Projects must be located within the West Oakland redevelopment project area boundaries. The program is designed to support existing blight reduction and beautification efforts in the redevelopment project area and to encourage community participation in the revitalization of West Oakland. The maximum grant award per project is $75,000.
Grant applications for the 2010 grant cycle are now available. The grant applications are due by Monday, March 15, 2010. A copy of the application and program brochure can be downloaded from the link below. Also, a Microsoft Word editable version of the application is also available for download.
