The Oakland Army Base is a 425-acre site in West Oakland that served as a U.S. Army facility until it closed in 1999. In 2000, the Oakland City Council designated the base and surrounding properties as a Redevelopment Area.
The
Oakland Army Base (Army Base) Redevelopment Area
is an 1800-acre Project Area that includes the former Army Base property and two adjacent areas: (1) the Port of
Oakland maritime area west and south of the Base, including
the existing marine terminal facilities and related infrastructure
along the Outer Harbor and Inner Harbor channels; and (2) a 29-acre area between 10th Street, West Grand, the realigned I-880 freeway
and Wood Street, including the former historic 16th Street Station. The Project Area is generally bounded by
Wood Street, and the Oakland Inner, Middle and Outer Harbors
of the Port of Oakland. The entire Project Area lies within Council District
Three.
Within
these areas, the Redevelopment Project is expected to facilitate
a major redevelopment of the former Army Base, infrastructure
improvements, remediation of hazardous substances in soils
and groundwater, and housing in the Wood Street area. Job
generation, expanded business opportunities and services,
improved visual environment, increased public access to
and along the Oakland waterfront, and improved efficiency
of Port operations are but a few of the benefits expected
to result from redevelopment within the Project Area.
In July 2002, the Oakland Planning Commission certified the
Final Environmental Impact Report (EIR) for the Oakland Army Base
Area Redevelopment Plan, which
analyzed the environmental impacts associated with development
of the Redevelopment Area. A supplemental EIR was certified in December 2006 that updates and refines the previous analysis of environmental impacts to include several new development concepts being considered, such as a freeway auto mall and/or large format retail.
In August 2006, the Redevelopment Agency took ownership of approximately 170 acres of the former Army Base and 200 acres were transferred to the Port. The Agency is working with the Painters and Decorators Joint Apprenticeship Training Committee of the East Bay, Inc. (JATC) to develop a job training facility within the Agency site. An additional 15 acres will be transferred directly by the federal government to be developed as parkland by the East Bay Regional Park District (EBRPD).
