SunCal Oak Knoll, LLC created a development plan with the help of neighboring communities
and the City of Oakland during a public planning process in early 2006. The proposed community plan includes a diverse mix of housing types, including estate and other single-family homes, townhouses, apartments, senior housing, and affordable housing. In addition, the master plan will include a neighborhood-serving retail center and approximately 40 acres of open space, including more than two miles of public trails, public parks and a restored corridor along Rifle Range Creek. SunCal Oak Knoll, LLC is currently in the process of abating hazardous materials from the buildings within Phase I area of the site and will begin building demolition in the spring of 2008. Phase I of the development plan includes grading of the site and commencement of restoring Rifle Range Creek. SunCal plans to sell plots of land to other developers, who will construct the residential units and commercial facilities. SunCal Oak Knoll, LLC will remain as master developer through the entire build out and absorption of the residential units and commercial outlets at Oak Knoll.
Redevelopment Agency Investments
The Redevelopment Agency currently plans to invest up to $37 million for public benefits and enhancements for the Oak Knoll development project, including a substantial investment in affordable housing, the restoration of Rifle Range Creek, Club Knoll, and the playfields near Club Knoll, the construction of pocket parks and trails, and other public amenities and project enhancements.
The Redevelopment Agency is currently generating more than $1 million per year in tax increment revenue from Oak Knoll. Tax increment revenues will increase significantly once residential units and commercial facilities are built and occupied.
Key Features of the Oak Knoll Development Plan
The current master plan for Oak Knoll contains the following features:
- 960 units of housing from apartments to estate homes
- Up to 72 units of affordable family housing
- Restoration of Rifle Range Creek with public access
- 40 to 50 acres of open space with public trails and parks
- Restoration of Club Knoll for private and public use
- Restoration of playing fields for private and public use
- 82,000 square feet of commercial retail including a grocery store
Club Knoll is the most treasured historical landmark on Oak Knoll. Built in 1924 as a club house for the Oak Knoll Golf and Country Club, Club Knoll is a 20,000 square-foot classic mission style facility located in the southwestern area of the project site. Currently, Club Knoll is vacant and in disrepair due to neglect and vandalism. One of the major goals of the Oak Knoll Redevelopment project is to restore Club Knoll and the nearby playfields for private and public use.
The Oak Knoll Redevelopment Project includes the restoration of Rifle Range Creek, which meanders 3,500 linear feet north to south down the property. Once restored, Rifle Range Creek will be fully day-lighted and accessible to the public, and will represent Oakland’s largest creek restoration effort ever.
