in 1995, the Coliseum Redevelopment Area is the largest
redevelopment area in the City of Oakland – approximately 11 square miles in size.
The general boundaries
of the Coliseum Redevelopment Area are the San
Leandro border to the south, 22nd Avenue to the north, International Boulevard to the east and the Oakland Estuary, San Leandro Bay and Oakland International Airport to the west.

Coliseum BART Station Transit Village -
The Coliseum Transit Village is a mixed-use transit oriented development at the inter-modal mass transit hub at the Coliseum BART Station. Currently, the City and BART are working with OEDC/MacFarlane Partners on the development, which will replace the existing Coliseum BART parking lot and provide approximately 414 units of housing and about 20,000 sq. ft. of neighborhood-serving retail. The project, together with Lion Creek Crossings Phase IV, was recently awarded $8.5 million in Transit Oriented Development funding from the California Department of Housing and Community Development.
Lion Creek Crossings (formerly Coliseum Gardens) Residential Development -
The Oakland Housing Authority, in partnership with EBALDC and Related Companies of California, is developing a mixed-income housing project on 20 acres at San Leandro Street between 66th and 69th Avenues. The project, which received $34.5 million of HUD HOPE VI funding and a $4 million Agency contribution, replaces the Coliseum Gardens public housing project that was demolished in 2004. Phase I, with 115 units, was awarded both the California Redevelopment Association Award for Excellence in Residential New Construction and the National Association of Housing and Redevelopment Officials' National Award for Excellence in Project Design. To date, 366 affordable rental units in Phases I, II and III have been completed. Phase IV recently received $7.5 million in Transit Oriented Development funding from the California Department of Housing and Community Development. The entire five-phase project, 466-unit project, including 28 units for home buyers, two new streets, a City park and the restoration of a portion of Lion Creek, will be completed by December 2010.
Fruitvale Transit Village Phase II - The Unity Council and BART are currently planning 350-415 mixed-income residential units to complement the transit village's existing mix of retail and community services. Fruitvale Transit Village Phase II is to be sited on a 3.5 acre parking lot at the Fruitvale BART station. The new units will feature state-of-the-art green building and energy savings systems.
Hegenberger Gateway Shopping Center - Simeon Commercial Properties developed this shopping center on land sold by the Port of Oakland. The $40 million project, located on 18 acres at Hegenberger Road and Interstate 880, opened in August 2005. It features 240,000 square feet of retail and restaurant space anchored by Wal-Mart. Other national retailers in the shopping center include In-N-Out Burger, Starbucks, Panda Express, T-Mobile, and Electronics Boutique. Sales are brisk at this new shopping center.
- 81st Avenue Branch Public Library - The Agency is contributing $3.5 million toward the construction of this $10 million public library in
East Oakland. The new 21,000 square foot facility at 81st Avenue and Rudsdale Street is a joint project of the Oakland Unified School District and the City of Oakland. When completed, it will be one of the City’s first LEED certified, silver rated public buildings. It will also be the City's largest branch library, sharing space with two new schools, Encompass Academy and Woodland School. Construction is scheduled to start June 2008 and be completed by December 2009.

Coliseum Towne Center -
Diversified Investment and Management Corporation plans to develop a 167,000-square-foot retail center at 633 Hegenberger Road. Mervyns has signed a lease for an 81,000-square-foot anchor department store. The tenant mix will include an apparel sub-anchor, bank, café and restaurants. Demolition is complete and construction is estimated to begin in fall 2008 and be completed by November 2010.

- Coliseum Transit Hub Streetscape Improvements and Under-grounding - Improvements to San Leandro Street between 73rd and 66th aven
ues will create a pedestrian link between the area's existing land uses and the emerging inter-modal transportation hub at the Coliseum BART Station. This $6 million project uses $3.5 million of Agency funds and $2.5 million of federal, state and local grants for under-grounding of utilities and street improvements including lighting, landscaping and improved crossings. The Transit Hub streetscape is expected to be completed by August 2008 and the utility under-grounding by December 2008.
- Doolittle Drive and Airport Access Road Streetscape Improvements -
Doolittle
Drive and Airport Access Road are part of the joint Airport Gateway Streetscape Project between the Cities of Oakland and San Leandro, the Port of Oakland and the Alameda County Transportation Authority. Doolittle Drive, led by the City of San Leandro, is 70 percent completed and awaiting Caltrans approval of design changes. Airport Access Road, led by the City of Oakland, began construction January 2007 and was completed in May 2008.

Hegenberger East Streetscape Improvements - This project improving Hegenberger Road east of Interstate 880 completes the thoroughfare’s transformation, which began with the Hegenberger Gateway Project. Streetscape improvements include landscaping, ornamental lighting, palm trees, and banners. Construction began January 2007 and was completed in June 2008.
- Railroad Avenue Street Improvement - The Agency contributed $1 million to
improvements for Railroad Avenue between 85th Avenue and Louisiana Street while Public Works provided $250,000 in design and project management. The improvements include installing new storm drain pipelines, raising and resurfacing the road, and adding sidewalks and gutters to make the street more functional for residents and businesses. Construction was completed in February 2006. A Phase 2 project to improve Railroad Avenue from Louisiana Street to 98th Avenue is in design completion. Construction of Phase 2 is scheduled to commence spring 2009 and be completed by November 2009.
- South Coliseum Way/Edes Avenue Streetscape Project - This project is intended to provide a stronger link between the hotels on Edes Avenue and the Coliseum entertainment complex and may include ornamental streetlights, banners and trees. It will extend from the south entrance of McAfee Coliseum to 85th Avenue along South Coliseum Way and Edes Avenue. Project design began in June 2007. A preferred alternative concept has been developed. Construction drawings will be completed to the 35 percent level by June 2008 with construction planned for spring 2009.
- 66th Avenue Streetscape Project - Improvements are planned for 66th Avenue between International Boulevard and San Leandro Street. Project design is expected to be completed by November 2008 with construction beginning in the spring of 2009. A $530,000 Housing Incentive Program award, $387,115 Transportation for Clean Air grant and a $1,188,000 Agency contribution will fund improvements to provide a better pedestrian linkage to the area's transit, schools and activitiy centers.
- Fruitvale Alive Streetscape Improvements - The Metropolitan Transportation Commission (MTC) awarded a $2 million Transportation for Livable Communities grant for the Fruitvale Alive streetscape improvements. MTC has also contributed $620,000 of Housing Incentive Program funds for the project. The Redevelopment Agency is contributing $250,000 in matching funds. Improvements to this key corridor linking I-580 to I-880 will increase intermodal transit, address pedestrian safety and improve pedestrian connections between transit nodes and commercial centers. The blocks between E. 15th Street and E. 12 Street adjacent to the Fruitvale BART station are within the Coliseum Project Area. Anticipated construction is summer 2009. Oakland International Airport Connector (OIAC) - Planned as a self-propelled, automated aerial guideway system, the Connector will support Oakland International Airport's growth by connecting the Airport with the Coliseum BART station and the Coliseum Transit Hub. The Agency's contribution of $725,000 covers the City's cost of overseeing those portions of the project that affect Oakland. BART plans to construct the OIAC by December 2011.
Hill-Elmhurst Plaza - Located on International Boulevard between 94th and 96th Avenues, Hill- Elmhurst Plaza is a proposed mixed-use development project with approximately 30,000 square feet of retail space and 292 residential units, of which 64 units will be affordable senior housing. The project will incorporate a central plaza where residents and visitors can gather. The City has entered into an exclusive negotiating agreement with the Hill-Elmhurst Plaza, LLC and Strategic Urban Development Alliance to proceed with environmental and financial feasibility studies.

| Neighborhood Improvement Programs |

Neighborhood Projects Initiative - Neighborhood Projects Initiative (NPI) for redevelopment areas is intended to further blight reduction and beautification efforts through the funding of small-scale, community-initiated public/private improvement and infrastructure projects that currently have no other funding source. Nine neighborhood projects have been approved for the third round and are under implementation. $240,000 of Coliseum Area Redevelopment funds were allocated to this project for fiscal year 2006-07 and the same amount for 2007-08.
- Infill Development Incentives Program - This program offers developers and property owners up to $15,000 in matching funds for predevelopment analysis. The program is intended to encourage the exploration of residential and nonresidential development options for infill areas in the Coliseum Redevelopment Project Area. Major corridors are a particular focus. Four projects have received matching grants under this program. The Agency is allocating $60,000 each year for fiscal year 2007-08 and fiscal year 2008-09.
- Coliseum Tenant Improvement Program and Façade Improvement Program -
These programs offer architectural assistance and matching grants for improvements to commercial property on targeted streets in the Redevelopment Area. The Façade Program provides grants for the improvement of building exteriors and the Tenant Improvement Program provides grants for interior spaces. The two programs were approved for fiscal year 2007-08 with a total of $575,000 budgeted. Some tenant and façade improvements administered by Redevelopment staff are also funded with monies from the federal Community Development Block Grant program. Fifteen projects are expected to be underway by July 2008.

- Coliseum Tough on Blight Operation - This program is an enhanced blight enforcement operation that aggressively pursues blighted properties and blighting conditions within the Coliseum Project Area. Community members are encouraged to report a problem either by phone at (510) 444-CITY (2489) or online.
- Coliseum Enhanced Patrol Area - In order to increase neighborhood safety in the Coliseum Redevelopment Area, the Agency funds the "8L18" Enhanced Patrol Program and Neighborhood Enforcement Team or "NET" patrols along International Boulevard. The Coliseum Redevelopment Project is providing $2,034,000 for these police public safety programs for fiscal years 2007-08 and 2008-09.
