The
Central City East Redevelopment area was unanimously adopted
and approved at the joint public hearing of the City Council
and the Oakland Redevelopment Agency on July 29, 2003. At
that time a Report to Council containing the PAC recommendations
on issues affecting residents and businesses in the Project
Area was submitted to the City Council.
The
Project Area encompasses portions of the Eastlake, Fruitvale,
Central East Oakland, and Elmhurst neighborhoods that make
up central and eastern Oakland. As of the year 2000, the
population of the Project Area was an estimated 92,094.
The Central City East Redevelopment Project
Area begins at the southern border of Downtown and extends
east to approximately Durant Street, covering 3,339 acres.
The Project Area is primarily made up of single-family residential
neighborhoods, with retail areas adjacent to the downtown
in the northwest portion of the Project Area and along MacArthur
and Foothill Boulevards. In addition, a small peninsula
of industrial uses lies along Embarcadero just west of the
Nimitz (I-880) Freeway.
In
early 2001, neighborhood groups in the MacArthur Boulevard
area from 73rd to 106th Avenues requested that the City
Council include their area in a redevelopment project. The
efforts of this original interest group were soon expanded
to include concerned residents and business owners from
the Fruitvale and Eastlake neighborhoods. Resident and merchant
groups were convinced that Redevelopment offered the necessary
tools to address deteriorating conditions along the commercial
corridors of the central and eastern portions of the City,
as well as to provide support for the reversal of the negative
impacts these conditions had on adjacent residential communities.
The
Agency held a series of public meetings to discuss the concerns
of the community and the purpose of redevelopment. The Agency
works with the Central City East (CCE) Project Area Committee
(PAC) to advise the Agency on plans for redevelopment. A
five-year Implementation Plan was prepared working with
the CCE PAC. This Plan is composed of two separate components:
a Housing Component and a Redevelopment Component. The Housing
Component shows how the Agency will meet the statutory requirements
for the set-aside and expenditure of tax increment for housing
purposes, and the Redevelopment Component contains proposed
programs to alleviate blighted conditions within the Project
Area. Since approving the Implementation Plan, the PAC and
Agency have been laying out the details of redevelopment
programs and policies for Central City East.
Façade Improvement Program
The Central City East Façade Improvement Program offers business and property owners in target areas matching grants ranging from $10,000 to $30,000 for approved exterior renovations to commercial and mixed-use properties, as well as free architectural assistance. The maximum amount of the grant varies depending on the location of the property.

Tenant Improvement Program
The Central City East Tenant Improvement Program offers up to $45,000 per vacant storefront, and up to $5,000 per property for design services for tenant improvements to commercial properties in the CCE Redevelopment Area.

Neighborhood Project Initiative Program
The Neighborhood Project Initiative (NPI) program is an annual community grant program that funds one-time, small-scale, community-initiated physical improvement projects that benefit the community and are located within the redevelopment project area boundaries. The program is designed to support existing blight reduction and beautification efforts in the redevelopment project area and to encourage community participation in the revitalization of East Oakland. The minimum grant award is $5,000 and the maximum grant award per project is $10,000. The program grants will be awarded on an annual basis with a new grant cycle starting each spring.
Grant applications for the 2009 grant cycle are due by Thursday, December 17, 2009. A copy of the program brochure can be downloaded from the link below.

Streetscape Projects
Central City East currently has eight major Streetscape Projects in various stages of development.

MacArthur Boulevard
This project is on MacArthur Boulevard and ranges from 72nd Avenue to 82nd Avenue, and 106th Avenue to the San Leandro border. There will also be an “undergrounding” effort on MacArthur Boulevard, placing utility, cable and other resources underground. The kickoff ceremony was held October 12, 2005, at Foothill Square. Due to delays, actual construction began December 19th, 2005. Both the streetscape and undergrounding are scheduled to be completed by late 2008.

23rd Avenue

This project is on 23rd Avenue from East 12th Street to Foothill Boulevard, and continues on Foothill from 23rd Avenue to 22nd Avenue. PGA Design is the landscape architect firm that will be working with the City and the 23rd Avenue Collaborative for the design phase. Community meetings were held on November 12, 2005, and January 12, 2006, to discuss preliminary designs. Foothill/Fruitvale
This project has a proposed area that is located on Foothill Boulevard from Sausal Creek/Rutherford Street to High Street. The firm Design, Community & Environment, in collaboration with VSCE, was selected to lead the project planning and design phase. Design documents and cost estimates for this streetscape project are being completed. To date, four community workshops have been conducted to gather input on the design directions. The consultants and engineers are fine-tuning the design work based on the latest input received from the community and City technical advisory committee. Plans can be reviewed by interested members of the public. Following the last review by the City, a report will be distributed outlining the final recommendations. The completed design documents and plans will be used as a basis for implementation.

Foothill/Seminary
| This project has a proposed area that is located on Foothill Boulevard from Mason Street to 60th Avenue, and on Seminary Avenue from Bancroft Avenue to Kingsley Circle. The design and engineering documents for the project were completed in February 2006. The design phase of the Foothill/Seminary Public Transit Hub Streetscape was aided by a grant funded by the Metropolitan Transportation Commission's Transportation and Livable Communities program. The design phase was managed by a joint Neighborhood Commercial Revitalization and Central City East effort. A survey of conditions and the next phase of design and engineering documents are pending. |

14th Avenue
This project will design streetscape improvements on 14th Avenue in the Eastlake/ International Boulevard area. The project area includes 14th Avenue from East 8th Street to East 19th Street. The firm of Bottomley Design & Planning has been selected as consultant to work on the design. The consultant is working with CCE staff and the community to develop a design. Three conceptual design alternatives have been crafted and a community meeting was held on August 8 to discuss the alternatives.

East 18th Street

These streetscape improvements are located in the Parkway Theater District on the east side of Lake Merritt. The CCE Unit is partnering with the Measure DD team that is already working on improvements to this area’s link to Lake Merritt and the adjacent Athol Park. Conceptual design plans have been completed for the East 18th Street area between Lake Merritt and Park Boulevard. Fruitvale Alive
The Fruitvale Alive Streetscap is derived from the Fruitvale Alive Community Plan which was completed in October 2005. The project area is along Fruitvale Avenue between the Oakland Estuary and MacArthur Boulevard and along MacArthur Boulevard between Sheffield and Lincoln avenues. The Fruitvale Alive Community Plan serves as a conceptual design plan; however 35 percent of the documents are still pending. Plans to complete the remaining documents are in the works.

Foothill/High/Melrose
This project has a proposed area that includes two separate nodes. The first node has a proposed area that is located on Foothill Blvd from High Street to 45th Avenue and on High Street from Bancroft Avenue to Ygnacio Avenue. The second node has a proposed area that is located on Foothill Blvd from Congress Avenue to Cole Street, on Bancroft Avenue from Fairfax to Cole Street, and on Fairfax Avenue from Foothill Blvd to Bancroft Avenue. The firm Design, Community & Environment was selected to lead the project planning and design phase. 5th Avenue
The proposed project area will include 5th Avenue from East 18th Street to Embarcadero, on East 12th Street from 2nd to 5th Avenue, and on International Boulevard from 2nd to 5th Avenue. Staff expects to issue a RFP for a design and cost estimates in the coming months. The design process will include soliciting community input at a series of public meetings.

Homeownership Rehabilitation Program
The Central City East Homeownership Rehabilitation Program provides loan funds for cosmetic or restorative exterior work that would enhance the property's curb appeal including improvements such as window replacements, exterior painting, landscaping, fencing, etc. The program offers a loan of up to $75,000 for eligible low to moderate income households. Interest rates vary from 0 to 6 percent, depending upon eligibility and income.

Opportunity Sites
The purpose of the opportunity sites program is to address the reuse and development of blighted and/or underutilized properties in the CCE Redevelopment area. CCE Redevelopment staff and the CCE Project Area Committee have identified properties that are now part of the program. Land acquisition and site infrastructure bond funds will be used to stimulate in-fill development and land assemby opportunities on obsolete, underutilized and vacant properties throughout the Central City East Project Area. The vision for these sites is to develop mixed-use housing or commercial projects that further support existing commercial nodes and neighborhoods throughout the project area. Land acquisition would likely take place in response to property owner, developer or Agency initiated efforts to assembly property needed for the expansion of existing uses or for the creation of sites capable of development for new uses.
