The Broadway/MacArthur/San Pablo Project Area consists of two distinct areas in North Oakland and is comprised of 676 acres. The Broadway/MacArthur sub-area incorporates Broadway Auto Row and Telegraph Avenue between 27th and 42nd Streets. The San Pablo sub-area incorporates the portion of San Pablo Avenue from 53rd to 67th Street.

Key elements of the Redevelopment Plan include eliminating blight, encouraging in-fill development and supporting catalyst projects, including the Image of facades at 4001 BroadwayMacArthur Transit Village Project. The Project Area Committee (PAC) was approved on March 21, 2000 and the Redevelopment Plan was adopted on July 25, 2000. The PAC has prioritized several key projects and activities in their five-year implementation plan, including the MacArthur Transit Village Project, Commercial Façade Programs, infill development within the Project Area and streetscape improvements on Broadway, Telegraph Avenue, 40th Street, and San Pablo Avenue.

Façade Improvement Program
 
The Broadway/MacArthur/San Pablo Façade Improvement Program offers matching grants for property and/or business owners to remodel and improve the appearance of the exterior of their properties. The program also offers free but limited design services.
Eligible Façade Improvement Program areas:
  • Telegraph Avenue from 27th to 42nd Streets
  • San Pablo Avenue from 53rd to 67th Streets
  • Broadway from 27th to 42nd Streets
  • W. MacArthur from MLK Jr. Way to Broadway

Tenant Improvement Program
 

The Broadway/MacArthur/San Pablo Tenant Improvement Program (TI) is an incentive program that offers matching grants to property and/or new business owners for tenant improvements to the interiors of vacant commercial spaces. The program is only available for commercial spaces that have been vacant for six months or longer and have a prospective tenant. Free, but limited, design services are also available for projects.

  • Broadway from 27th to 42nd Streets
  • Telegraph from 27th to 42nd Streets
  • San Pablo Avenue from 53rd to 67th Streets

Neighborhood Projects Initiative Program
 

The Neighborhood Project Initiative (NPI) program is an annual community grant program that funds one-time, small-scale, community-initiated physical improvement projects that benefit the community and are located within the redevelopment project area boundaries. The program is designed to support existing blight reduction and beautification efforts in the redevelopment project area and to encourage community participation in the revitalization of North Oakland. The maximum grant award per project is $75,000. The program grants will be awarded on an annual basis with a new grant cycle starting each spring.

Grant applications for the 2009 grant cycle are due by Thursday, October 1, 2009. Grant awards will be announced in November. A copy of the program brochure can be downloaded from the link below. Information about grant awards from previous cycles is also available.
